The Lady drink in the bar is 200 - 300 Peso. The beer for you just 80 Peso. The Lady will entertain you while beeing beside you and you can find out if you fit together or not.
The Silver Dollar Bar in Cebu is actually the one which we can recommend. It offers a nice atmosphere, isn't that noisy as the most of other places and the ladies are not bothering you or even beeing agressive. And if there is a rainy day, no problem the Silver Dollar opens at 11 AM.
